Restrictions and censorship of free speech is definitely necessary. People may think it's a small thing, but the freedom of speech is not a small thing at all.

These are the values that people must not forget. People might find it a small thing, but it is very important for mankind to find their humanity.

The right being limited is Yes,, the application to human rights is giving people a chance. A chance against abuses and government itself, but it must also be limited so it wont be abuse in its own way.

The limitations proposed are that there rights are applicable only if they've met the requirements of both territory and following the judgement of the democratic process.

It might achieve its purpose if people follow through with utmost honesty and integrity. AS LONG AS no one abuses their rights and as long as democratic process isn't abused as well.

Philippine's drug war is an example of it. Some, if not all, are victims of the abuse of right to due process. It's almost inhumane. In my opinion, they shouldn't kill people on the spot, who knows, maybe there are just framed and are innocent.
